The turnover is the folded band of paper glued inside the mouth of the bag. It is what stops the handle tearing straight out on the first heavy load, and it is the first thing a cheap supplier removes. Ours is standard, reinforced, and glued across its full width.

The base insert is a card panel that sits flat in the bottom. Without it the bag sags into a sack and the contents tip; with it the bag stands on a counter and can be packed properly. Again standard here, again the first thing cut elsewhere.
